Scope note

  • Radical institutional changes within economic, political, social and other fundamental structures and functions within a state. Reforms aim at the change of the institutional framework, but not at its radical overthrow by means of revolutionary measures and practices. Reforms are enforced by political leaderships (more often by a part of them) and/or are propelled by the pressure of social movements. Their enforcement is realized with or without recourse to a wider consensus through elections or plebiscites.
