Scope note

  • Head of a goverment department. In contemporary republics, ministers are politicians appointed by the head of the executive (prime minister or president) and, according to the degree, in which the distinction of powers is implemented, they may be members of Parliament or not. In parliamentary republics and constitutional monarchies, the ministers form a collective body (Cabinet) that convenes under the prime minister, while in presidential republics ministers (called secretaries in the USA) have advisory functions as to the overall decision-making of the government.
